The exit of national minors from the country as well as the entry and exit of legally resident foreign minors is regulated by Article 23 of Decree-Law No 138/2006 of 26 July 2006 (republished as an annex to Decree-Law No 19/2018 of 14 March 2018) and by Article 31 of Law No 23/2007 of 4 July 2007 (republished as an annex to Law No 102/2017 of 28 August 2017).

According to the legislation in force in the National Territory, national minors and foreign minors legally resident in Portugal who wish to leave the country (meaning mainland Portugal and the Madeira Archipelago and the Azores Archipelago) and travel unaccompanied by both parents, must show an exit permit issued by those who exercise parental responsibility, legally certified.
