Unified Strategy for the Rights of Children and Young People

Approved by Resolution of the Council of Ministers No. 34/2025, of February 28.

Aiming to place the promotion of rights and the protection of children and young people at the center of public policies, the Single Strategy for the Rights of Children and Young People 2025–2035 (EUDCJ 2025–2035) establishes the strategic areas and lines of action considered to be structural, reflecting a holistic and multisectoral vision across all matters related to childhood and youth.

Mission

The State, in coordination with families and all entities with powers and responsibilities in the field of childhood and youth, commits to ensuring the effective exercise of the rights of children and young people, promoting their well-being, comprehensive development, and safety.

Vision

All children and young people have the right to their full development under conditions of equality and without discrimination, in a healthy, inclusive, and safe family environment, and to the full exercise of their rights.

Strategic Areas

The EUDCJ 2025–2035, aligned with the main international instruments and recommendations of the United Nations, the European Union, and the Council of Europe, is organized around the following strategic areas:

1 - Comprehensive development and well-being of all children and young people;

2 - The right to grow up in a family environment;

3 - Active citizenship of children and young people as an investment in a democratic society;

4 - A zero-tolerance policy toward poverty and social exclusion of children and young people;

5 - An inclusive society for all children and young people;

6 - A culture of non-violence;

7 - Safety in the digital age;

8 - Scientific knowledge and training.

The National Commission for the Promotion of the Rights and Protection of Children and Young People was designated as the coordinating body of the EUDCJ 2025–2035 and its respective action plans, in coordination with the member of the Government responsible for the governmental area of Social Action and Inclusion.
